Empower Texas Comment: Focus is to protect the public, not physician-centered. This is a compulsory program, funded by charges to participants. We express a concern that compulsory programs are disciplinary in approach, deterring people from voluntarily seeking help. The rigid approach discourages physicians from seeking help.
